Die Basilika hat einen romanischen Ursprung mit gotischen Ergänzungen. Das Innere ist barock geprägt, mit Fresken unter anderem von Johann Michael Rottmayr. Das Stift wurde 1114 als Säkularkanonikerstift durch den österreichischen Markgrafen Leopold III. (der Heilige) gegründet. Das ursprüngliche Ziel des Markgrafen war es, dass dort an der Residenz des Babenberger-Markgrafen ein Dom für ein Landesbistum errichtet würde, was aber nicht zuletzt aufgrund des Widerstandes des zuständigen Bischofs von Passau scheiterte. Erster Propst dieses Säkularkanonikerstiftes war der bedeutende mittelalterliche deutsche Geschichtsschreiber Otto von Freising, ein Sohn des Markgrafen. Nach dem erkennbaren Scheitern der Pläne für ein eigenes österreichisches Landesbistum zogen 1133 die regulierten Augustiner-Chorherren in Klosterneuburg ein. Erster Propst der neuen Gemeinschaft wurde der selige Hartmann.
