Die zu DDR-Zeiten errichtete Halle wurde am 3. Oktober 1975 eingeweiht. Sie entstand im Rahmen einer umfassenden Neugestaltung der Kernstadt nach 1965 im Stile der sozialistischen Stadt, der auch etwa das ehemalige Konsument-Kaufhaus und das heute nicht mehr bestehende Hotel Lausitz zuzurechnen sind. Die Halle verfügt über 1523 Plätze, die von der Bühne nach hinten ansteigend angeordnet sind. Bei veränderter Bestuhlung kann die Kapazität auf bis zu 2017 Plätze erweitert werden. Die für verschiedenste Großveranstaltungen und Kongresse genutzte Halle zählt jedes Jahr circa 200.000 Besucher.
