Die CCAA war Hauptstadt der römischen Provinz Niedergermanien und Hauptquartier des niedergermanischen Heeres. Mit der diokletianischen Verwaltungsreform wurde sie zur Hauptstadt der Provinz Germania Secunda. Zahlreiche Zeugnisse der antiken Stadt blieben bis heute erhalten, darunter eine Inschrift des Kürzels CCAA auf einem Bogen des römischen Stadttors, der sich heute im Römisch-Germanischen Museum befindet. Die Ubier, ein Germanenstamm, wurden um 38 v. ,Chr. oder 20 v. ,Chr. durch den römischen Feldherrn Marcus Vipsanius Agrippa vom rechten Rheinufer auf das linke Ufer der Kölner Bucht in den römischen Herrschaftsbereich umgesiedelt,[1] nachdem Gaius Iulius Caesar den bis dahin hier lebenden Stammesverband der Eburonen bei einem Rachefeldzug ausgelöscht hatte.[2] Als zentralen Siedlungsplatz ihres neuen Lebensraums wählten die Ubier eine Insel im Rhein aus, eine natürliche, hochwassergeschützte Bodenerhebung. Die Lage dieser heute nicht mehr existierenden Insel entspricht in etwa dem zwischen Heumarkt, Alter Markt und Rhein gelegenen Teil der Kölner Altstadt. Die Siedlung konnte durch archäologische Ausgrabungen auf die erste Hälfte des ersten vorchristlichen Jahrhunderts datiert werden. In ihr war bereits das typisch römische, schachbrettartige Straßennetz angelegt. Der Name der Siedlung ist ungesichert, wenn man nicht die Bezeichnung Oppidum Ubiorum, Siedlung der Ubier, dafür annehmen will. Mit diesem Oppidum beginnt die römische Geschichte Kölns.
