Sie betreibt jeweils drei nationale Hörfunk- und Fernsehprogramme sowie acht regionale Hörfunkprogramme. Die Gesellschaft besteht aus den Teilen Hrvatski radio (Hörfunk), Hrvatska televizija (Fernsehen) und Glazbena proizvodnja (Musikproduktionen). Die rechtliche Grundlage bildet das HRT Gesetz. Die Gesellschaft wird von einem HRT Programmrat kontrolliert. Dieses elf-köpfige Gremium kam erstmals am 14. November 2003 zusammen, deren Mitglieder durch das kroatische Parlament gewählt werden. Der Rat bestimmt auch den Generaldirektor für eine Amtszeit von vier Jahren. Der Vorläufer von HRT ist Radio Zagreb. Der Sender begann am 15. Mai 1926 mit seinen Sendungen und war damit der erste Radiosender in Südosteuropa. Ende des ersten Sendejahres gab es rund 4.000 angemeldete Hörer.
