Dezember 1992 im ehemaligen KGB-Gebäude von Vilnius eröffnet. Aufgrund der Lokalität ist es allgemein auch als KGB-Museum bekannt. Zwischen 1940 und 1991 bereitete man hier Deportationspläne litauischer Bürger vor und inhaftierte politische Gegner. Für viele Litauer symbolisiert das Gebäude die 50jährige sowjetischen Besetzung des Landes sowie die Unterdrückung Oppositioneller. Das Erdgeschoss des Museums widmet sich mit historischen Aufnahmen und Ausstellungsstücken den litauischen Widerstandskämpfern während des Zweiten Weltkriegs und der sowjetischen Besatzungszeit. Ein Teil der Ausstellung berichtet auch über die deutsche Besatzungszeit Litauens. Im Keller kann man die ehemaligen Zellenblöcke und Wachstuben besichtigen. Auch eine ehemalige Exekutionskammer ist für die Besucher zugänglich.
