Mit einer Fläche von 6,42 Quadratkilometern und 2505 ,Einwohnern[1] ist Rohrbach flächenmäßig die kleinste und bezogen auf die Einwohneranzahl die fünftgrößte Gemeinde des Bezirks. Rohrbach wurde um 1200 an der Kreuzung mittelalterlicher Handelswege gegründet und diente als Raststätte vor der berquerung des Böhmerwalds. Dies brachte den Bürgern Wohlstand und die Verleihung von Marktrechten, die 1320 erstmals urkundlich erwähnt wurden. Bedeutung als Verwaltungszentrum erlangte Rohrbach ab 1749 als Sitz des Kreisamtes und ab 1849 als Standort von Bezirkshauptmannschaft und Bezirksgericht. Ab den 1960er Jahren erfolgte der auf den ganzen Bezirk Rohrbach ausgerichtete Ausbau der Infrastruktur und 1986 wurde der Markt von der Oberösterreichischen Landesregierung zur einzigen Stadt des Bezirks erhoben.
